I think the biggest difference is Budokai 3 had a larger focus on the story mode, which allowed for multiple playthrus without feeling stale. It has a decent selection of fighters, but mainly consists of the primary cast of DBZ.
Budokai Tenkaichi 3 had an extensive cast from the original Dragonball, DBZ and DBGT. Had some great characters like Grandpa Gohan, Pikkon, King Vegeta, every android ever, Vegito. It was much more of a traditional fighting game and most of my time was spent in multiplayer, as opposed to Budokai where I don't mind plowing through story mode.
The story mode in BT3 is more of a highlight reel of all the major fights from the series, whereas Budokai 3 has more of a plot structure unique to the game. If you've seen all of the series you'll love a playthru of the story mode here, you start from the beginning of Gokus journey and end at Syn Shenron. Strongly suggest you try BT3 if you enjoyed Budokai 3.
